When a healthy, viable premature baby is removed from a mother's womb for health reasons related to the mother who should bear the cost?

1. Canadians at large through our healthcare system, or
2. by just the people who choose to, or
3. by registered charities, so the cost is shared on a roughly 50/50 basis between 1 & 2, taxpayers and people who choose.  (Donations cover the cost if full, but get about 50% of it back in their taxes.)
