With the Physical distancing mandate, Public Transport cannot deliver on the same scale at least for many months and perhaps longer.
Bogota, Mexico, Vancouver and NY are reallocating space for cycling.
This will help for those who live in city centers, but the average commute (UK is 10 miles each way) is too far for the majority to cycle.
A Car and Bike transport system needs to be developed.
