Data protection in digital participation is a roadblock.

When organisations explore digital participation tools, data protection questions come late, or not at all. But the stakes are real: participants data processed without a proper legal basis exposes organisations to regulatory risk. And for participants, uncertainty about how their data is used quietly suppresses engagement. A platform that handles data carelessly doesn't just create legal problems. It undermines the trust that civic participation depends on.

How it works

How adhocracy+ makes participation truly safe

  • GDPR-compliant by design

    adhocracy+ is operated by Liquid Democracy e.V., a Berlin-based non-profit, and falls fully under German and EU data protection law. Data processing is governed by a clear legal basis for every step.

  • Hosted in Germany

    All data is stored on servers operated by Hetzner Online GmbH in Germany. No data leaves the EU, no third-party cloud providers with opaque data practices.

  • External data protection officer

    We have appointed an independent, external data protection officer because we are processing personal data at scale. There's a named, accountable person responsible for compliance.

  • Minimal data, maximum transparency

    Participants only need a pseudonym and email address to engage. IP addresses are anonymised within 24 hours. Cookies are limited to functional purposes. And because the code is open source, anyone can verify these claims.
